Richard H. Berkey, 63, was charged with private indecency, a misdemeanor, by sheriff's deputies who were called to the Big Fan Campground near Bagby Hot Springs last weekend, according to Clackamas County Detective Jim Strovink. Campers told deputies they recognized Berkey from a similar incident at the campground last year and wanted to make sure he did not get away. The 2006 incident was reported to police but did not result in charges. 'Last year, we took down his license plate number and turned it in to the sheriff, but there wasn't a lot they could do really,' said Jason Dugan, one of the campers. 'This year, that wasn't happening.' Dugan and another camper, Michelle Brandow, said several friends were playing chess, eating and relaxing last Saturday, when they heard rustling in an area the women used as an open latrine. Dugan went to investigate, saw a man running from the area and tackled him. With help from two other campers, Dugan led Berkey to the group's campsite and tied him to a tree. GREELEY, Colo. (AP) - A friendly young antelope found cavorting with a dog along a walking path was probably picked up illegally in Wyoming and may be too tame to return to the wild, wildlife authorities say. A family believed to have brought the animal to Colorado could face charges that carry fines and jail time, said Larry Rogstad, a district officer for the state Division of Wildlife.
The 3-month-old, 15-pound buck was spotted Wednesday morning, running and playing with a neighborhood dog named Skeeter along on the Poudre River trail, a path that runs through Greeley and the nearby town of Windsor.
"It's just the craziest thing I've ever seen," said Ronda Underwood. "We were just riding along the trail and saw this antelope playing with a dog."
She said the antelope came up to her, nuzzled its head and neck along her leg and seemed almost to beg to be petted.
Rogstad was summoned for fear that the antelope would be attacked by the numerous coyotes in the area. The animal, dubbed "Poudre" by passers-by, was taken to a wildlife refuge where handlers will try to get it ready to return to its natural habitat.
Rogstad said that may not work.
"It is totally imprinted now," he said. "The animal actually thinks he's a human."
Rogstad said members of the family believed to have brought the animal from Wyoming could face charges including illegal possession of live wildlife. He declined to name the family.
Wyoming officials could also bring charges, he said.
It wasn't immediately clear why Rogstad believed the animal was brought from Wyoming, about 40 miles north of Greeley. Antelope are found in both states, but the nearest indigenous antelope are about 20 miles from the city.

Motorcycle Long Trips
Tips for Long Trips

I think I know why I was asked to write this article, but I'm not sure I'm the best example. I tend to over-prepare and carry too much stuff; most of my long distance riding is on my P200E, a small amount is on my Super Sport; so take this with a grain of salt, use common sense (or borrow some from an experienced friend) and apply your experience with your regular bike.
Attitude:
If you read Scootering International, or surf Piaggio's web site you've undoubtedly heard of Giorgio Bettinelli. Giorgio is currently at the beginning of a trip around the world on his new Vespa, in one monster trip he's linking his three prior excursions; Rome to Saigon, Anchorage to Tierra Del Fuego, and Sydney to South Africa. I met Giorgio in San Francisco in May '94 during his trip down the Americas. A group took Giorgio out for dinner and drinks and peppered him with questions about his travels. Amazed to learn that Giorgio has relatively few repair skills, and carries few tools and spares, one friend asked "Aren't you worried about breaking down? Hell, I broke down coming across town tonight, what do you do out in the middle of nowhere?" Quickly, smiling, Giorgio replied, "You wait. Someone comes, someone helps. A car, a truck, a camel. An hour, a day. Someone comes, someone helps." Talk about attitude. This guy cruises the planet armed with a guitar, intelligence, and a shitload of internal sunshine. Attitude. I can't say that I travel with as free a spirit, but that positive attitude, that things will just work out, can carry you a long way.
Get ready:
Before you take off for Antarctica, do some riding; especially if you've done major work to the bike. Shake it down, ride it to work every day, take it on a weekend camping trip. Get the bugs out, and get used to time in the saddle. Don't take off on a bike you don't know or trust.
Get to know the fuel and oil consumption of the bike so that you can assess your range and plan your trip accordingly. Even if the bike's in top shape, tune it up, tighten it up, and double check the big obvious stuff: Your tires and wheels are in good shape and properly mounted. The suspension's decent, and the exhaust isn't going to fall off.
If you're climbing in altitude for relatively short periods don't bother re-jetting, it'll take you more time (and is riskier) to re-jet than the loss of top-end speed will cost you. If you're dropping significantly in altitude (like coming from Denver to San Francisco) be prepared to re-jet, otherwise you'll likely be running too lean.
Can you do the trip on stock grips and a stock seat? Sure, but change the grips unless they're nice original vintage. Get some of those cheap cushy foam ones at any motorcycle accessories shop. (They might even slip on over your stock grips.) They're easy on the hands, require a lighter grip, and they work great with cruise control. (see below) If you've got a little racing seat on there you might consider swapping it with something stock and a bit more comfortable just for the trip; I never could go for the "King and Queen" seat myself, but they look pretty comfy.
Even though you plan to travel only during the day, get your head light(s), tail light and brake light working, turn signals too if you've got 'em. If you have a sealed beam headlight, consider a halogen conversion. If you're sticking with a sealed beam run the switch between high and low during the day (on a P200 this can prevent burn outs.)
Know the relevant laws of wherever you plan to ride. As an example, Nevada requires two mirrors, California one; I rode through both with none and got stopped in Nevada. The cop said if I had one mirror (to go with my California plate) he'd let me off, and followed me to a motorcycle shop to see me make good. Some states restrict bikes on freeways based upon cc's (California), some on horsepower (Nebraska); Colorado and Arizona don't require helmets, but Colorado demands that you wear "eye protection", etc.
Don't beg for trouble, ride a registered bike, and insure it if that's required. You don't want your ride impounded 500 miles from home. Remember that once you cross an international border you lose a great many of your civil rights, caution is the better side of valor. A fun example: To ride on the Autostrada in Italy requires that a bike be 150cc or better. We all had 200cc motors, but Tom Cullen's bike was originally a P125, and it still had that badge on the cowl. An alert Italian border guard noticed the badge, and told us Tom couldn't join us on the Autostrada. After we explained that the motor had been upgraded, the guard requested some certifying proof. We pointed to the "220" on Tom's California registration and were allowed to proceed. The "220' is the adjusted gross weight of the vehicle.
Get some maps. Carry a card in your wallet with important phone numbers. Bring a camera.
We are not alone:
If you're not traveling alone make sure that the people you're traveling with are equally well prepared and equipped. You'll wind up pissed off if someone is holding you back, breaking down unnecessarily, limping along with a piece of crap bike that has no business on the road, or gobbling up all of your spares, supplies, and money. Should you help each other out? Sure. But avoid as much trouble as you can before the trip begins.
Personal Equipment:
A good jacket. Something that repels rain, has lots of pockets, and cuts the wind. For those with bucks Aerostitch and Corbin make some heavy Cordura Nylon riding jackets that are excellent in weather, visible, and compare favorably to Kevlar and leather in abrasion tests. In a Nevada hailstorm I was jealous of my buddies wearing these quality jackets.
Helmet. Controversial. "Let those who ride decide." But for me, yes. Here's a simple formula I use to determine the minimum amount of money I'll spend on a helmet: $1 per IQ point, plus $1 per every year of the age you'd like to live to, plus $10 for every prior crash, plus $100 for every dependent child you have at home.
Gloves. They don't have to be expensive, but they should be comfortable, cut the wind, and keep warm in the wet.
Shades. Shades are cool.
Kidney belt. Not absolutely essential, but if I'm doing lots of non-stop freeway (say, 100 miles at a stretch for 300-500 miles total in a day) I prefer to wear one, I think it cuts down on fatigue and soreness. You might not notice the difference after one day, but over the long haul I think it helps. An addition or alternative is a riding position my friend Eric Halladay recommended when I was riding to Colorado one year. Heels on the cowl clips, butt way back on the seat, lean forward with your back perfectly flat (or straight). It gets you low, cutting the wind resistance, but more importantly it really reduces back strain, I use this often.
Ear plugs. I don't use them because they're always eventually uncomfortable for me; but a lot of my friends believe that they do wonders in reducing fatigue induced by hours of noise and vibration.
On the road:
Two words, cruise control. Everyone will tell you (or later ask you) how sore your ass will be. But that's not really the problem. You can shift your butt around, ride on one cheek then the thigh, then the other, etc. But your throttle hand will beg to be flexed, and that right elbow will want to straighten out and relax. Friends, you need "Parker's Patent Pending Cruise Control." Waid "Scooter Daddy" Parker manufactured these for us on the third day of the "Ride of a Lifetime." What a godsend. All it takes is a rubber band and about ten inches of coat hanger to form a clamp with a protruding post around the base of the throttle grip. Twist the throttle, push the post up against the brake lever, and voila! your throttle is held open. The clamp isn't too tight, so to slow down you simply turn the throttle back, it turns inside the clamp. This works especially well with those cheap spongy grips I mentioned earlier. There are some commercial throttle locks for motorcycles, you might also look at those and see if they'll work on your scooter.
Get off the interstate. The freeway is what gets you there, but you'll most remember the time spent on smaller highways and back roads. You don't have to go off the interstate all the time, but make room in each day for a short leg on the alternate roads. They're scenic, slow paced, less traveled, and you can peer into barns and fields for scooters. Take some pictures, get something to eat, look around; you'll have more to show for your efforts when the trip is over. Enjoy this part of your trip, but watch for speed traps, this is where you'll find them.
Security. Take extra precautions. Lock up the bike. If you're on a big ride it's a long walk home, and losing your bike is certain to ruin the fun. Don't take too many chances or risks far from home. Dropping your bike around the corner from your house, and laying it down 100 miles from the nearest town, are two very different experiences.
Emergencies:
"You wait. Someone comes, someone helps." Well, for Giorgio maybe. Me, I joined "Mo-Tow." This service is available to AMA members for $25 per year. In the 48 states they'll tow your bike from anywhere to the nearest repair facility (or just the nearest town if you've got an old scooter and there's no nearby repair facility.) Correspondingly, if you've got a cell phone, bring it. If you're opting for the "wait" method, bring a book.
Good spares:
Oil. I don't want to ignite a debate, so just bring enough of whatever you use (I prefer more expensive oils, but Tim Slagle went 5,325 miles on plain old Castrol 2-stroke, and never changed his plug once.)
One or two of each cable and a couple of spare cable clamps
Spark plugs
One of each bulb (except maybe sealed beams, too big.)
Electrical tape
A few feet of 14 or 12 gauge wire
Wire ties ("zip ties") and assorted "solderless" electrical connectors
Good spare tire
Good Tools:
Flashlight
Diagonal cutting pliers
Needle-nosed pliers
A decent Phillips head screw driver, and a standard one
Spark plug wrench
Small metric socket or box-end wrench set
Your lucky rag
Good supplies:
Advil, Tylenol, whatever
A compact First Aid kit
A bottle of water and some food (even a PowerBar. You might find yourself waiting somewhere.)
Specialty Tools:
Flywheel puller
Clutch nut tool
Luxury Spares & Tools: (the stuff I sometimes wish I had, but don't always carry)
Cell phone
Extra gas (doesn't have to be some big 'ol can, a quart bottle in the glove box can save you a lot of hassle.)

Air activated hand warmers (Dave Dubiner introduced me to these little packets you can slip into a wet glove or your shoes, available at camping supply stores)

WEST MILFORD, N.J (AP) — A black bear picked the wrong yard for a jaunt, running into a territorial tabby who ran the furry beast up a tree. — twice.
Jack, a 15-pound orange and white cat, keeps a close vigil on his property, often chasing small animals, but his owners and neighbors say his latest escapade was surprising.
'We used to joke, 'Jack's on duty,' never knowing he'd go after a bear,' owner Donna Dickey told The Star-Ledger of Newark for Friday's editions.
Neighbor Suzanne Giovanetti first spotted Jack's accomplishment after her husband saw a bear climb a tree on the edge of their northern New Jersey property on Sunday. Giovanetti thought Jack was simply looking up at the bear, but soon realized the much larger animal was afraid of the hissing cat.
After about 15 minutes, the bear descended and tried to run away, but Jack chased it up another tree.
Dickey, who feared for her cat, then called Jack home and the bear scurried back to the woods.
'He doesn't want anybody in his yard,' Dickey said.
Bear sightings are not unusual in West Milford, which experts consider one of the state's most bear-populated areas.

BERLIN (Reuters) - A brothel has become the first in Berlin to offer special deals for virgins with prostitutes trained in the delicate art of catering for customers who have never had sex, a German newspaper reported Friday.
The brothel in the red light area of the Kreuzberg district of the city charges 60 euros for a half an hour of sex and works within the laws of Germany where prostitution is legal.
'These are men who either never had sex before or have never been in a brothel before,' the brothel's operator was quoted as saying in Berlin's B.Z. tabloid.
'It's the first house of love in Berlin that specializes in taking care of beginners,' wrote the daily on its front page.
Prostitutes are given 'sensitivity training' for first-time clients, who the brothel operator said are not necessarily young but often 40 or older: 'They need to be aware of how much courage it takes to go to a brothel the first time.'

ASTANA, Kazakhstan (AP) — Vice President Dick Cheney traveled to Kazakhstan on Friday for talks with President Nursultan Nazarbayev, seeking to maximize access to the vast oil and gas reserves in the central Asian nation with a troubled human-rights record.
Cheney became the fourth top administration official to visit the former Soviet republic in recent months, underscoring the importance placed on a country that is strategically located and an ally in the war on terror, as well as rich in energy resources.
Administration policy favors development of multiple means of delivering Kazakhstan's energy supplies to markets in the West and elsewhere.
Among them, Assistant Secretary of State Richard Boucher told Congress recently, the United States is 'working on securing the flow of oil' from North Caspian oil fields by tanker to a pipeline terminus in Azerbaijan. WASHINGTON (AP) - Rep. Patrick Kennedy crashed his car near the Capitol early Thursday, and a police official said he appeared intoxicated. Kennedy said he had taken sleep medication and a prescription anti-nausea drug that can cause drowsiness.
Kennedy, D-R.I., addressed the issue after a spate of news reports. His initial statement said, 'I consumed no alcohol prior to the incident.'
Later, however, he issued a longer statement saying the attending physician for Congress had prescribed Phenergan on Tuesday to treat Kennedy's gastroenteritis, an inflammation of the stomach and intestines.
Kennedy said he returned to his Capitol Hill home on Wednesday evening after a final series of votes in Congress and took 'prescribed' amounts of Phenergan and Ambien, another prescribed drug that he occasionally takes to fall asleep.
'Some time around 2:45 a.m., I drove the few blocks to the Capitol Complex believing I needed to vote,' his second statement said. 'Apparently, I was disoriented from the medication.'"

LOS ANGELES, May 03, 2006 (AP Online via COMTEX) -- XM Satellite Radio Holdings Inc. stock fell Wednesday after competitor Sirius Satellite Radio Inc. announced it added more subscribers in the last quarter than XM.
Shares of XM fell 94 cents, or 5.1 percent, to close at $17.51 Wednesday on the Nasdaq Stock Market. Shares traded as low as $16.86, below the 52-week low of $18.42 set Tuesday.
Sirius shares fell 16 cents, or 3.3 percent, to close at $4.72 on the Nasdaq.
Sirius narrowed the subscriber gap between itself and XM Satellite with the addition of Howard Stern, progress with its original equipment manufacturer partners, and the introduction of portable devices, said Stuart Kagel, an analyst with Janco Partners Inc.
Tuesday, Sirius said it added 761,187 customers, ending the quarter with 4.07 million users.
On the other hand, XM Satellite added 568,900 users in the same three-month period. The Washington, D.C.-based satellite radio company said it remains on track to reach 9 million subscribers and positive cash flow from operations by year end. XM finished the first quarter with a total of 6.5 million subscribers.
XM Satellite last week said it lost $149.2 million, or 60 cents a share, on revenue of $208 million in the first quarter.
In the same period a year earlier, it lost $120 million, or 58 cents a share, on revenue of $103 million.
Analysts were expecting a loss of 55 cents a share, according to Thomson Financial.
Overall, analysts have been pleased with the growth in the adoption of satellite radio. The number of subscribers grew approximately 57 percent, according to analyst estimates.
On Wednesday, a law firm filed a lawsuit in U.S. District Court for the District of Columbia on behalf of all persons who acquired the stock of XM Satellite Radio between July 28, 2005, and Feb. 15, 2006.
The lawsuit alleges the company misrepresented its ability to reduce the costs of new subscribers as it reached its goal of six million subscribers by the end of 2005. The law firm said that, despite XM's knowledge that it would be making expenditures in the fourth quarter to achieve the subscriber goal, the company failed to disclose to the market that these costs would help lead to increased losses."

The long-haired black cat was given to Sacramento's Animal Care Services last week, where an employee scanned him for a microchip, a routine procedure.
The number on the chip was used to track down Allison MacEwan of Seattle, who said she placed newspaper ads and went door-to-door with fliers in a futile search for her lost cat a decade ago.
Officials on Wednesday said they aren't sure how the cat wound up in Sacramento.
MacEwan's daughter was 4 years old when her cat disappeared, and officials said she is now looking forward to being reunited with her childhood pet.

The calendar says it's April 25, 2006. At noon, my wife, Peggy, and I are walking around Battery Park--near the Tribeca area--in New York. It is our first time. The calendar says it's April 25, 2006. At noon, my wife, Peggy, and I are walking around Battery Park--near the Tribeca area--in New York. It is our first time. The flowers are blooming; kids are fishing; people boarding the ferry to Ellis Island and the Statue of Liberty. Kids are laughing and noisy. The sun is shining. The vendors are hawking T-shirts, pretzels and some "designer" wares. And just up the street there is a hole in the skyline and in the ground.
In the park, there is a memorial with walls standing tall. Walls filled with so many names of those who gave their all in the Atlantic in World War II. How fitting that the names are here to honor those who gave their lives to enable this fun, this laughter--on this sunny day. The sights and sounds of freedom continue.
Fast forward--it is 10:30 p.m., April 25. We have just seen a movie premiere at the fifth annual Tribeca Film Festival. A film festival that has done so much to energize and revitalize the city, its people and especially the area that has that hole in the skyline and in the ground. This year the movie that had its worldwide premiere at the festival is titled "United 93." It is about the day when the hole in the skyline of New York was made--the day when a hole was made in the side of the Pentagon near Washington, D.C.--the day when a hole was made in a quiet mountain meadow in Pennsylvania. The day that our nation was attacked; the day when the war came home--Sept. 11, 2001. The day our son Todd boarded United 93.
Paul Greengrass and Universal set out to tell the story of United Flight 93 on that terrible day in our nation's history. They set about the task of telling this story with a genuine intent to get it right--the actions of those on board and honor their memory. Their extensive research included reaching out to all the families who had lost loved ones on United Flight 93 as the first casualties of this war. And Paul and his team got it right.
There are those who question the timing of this project and the painful memories it evokes. Clearly, the film portrays the reality of the attack on our homeland and its terrible consequences. Often we attend movies to escape reality and fantasize a bit. In this case and at this time, it is appropriate to get a dose of reality about this war and the real enemy we face. It is not too soon for this story to be told, seen and heard. But it is too soon for us to become complacent. It is too soon for us to think of this war in only national terms. We need to be mindful that this enemy, who made those holes in our landscape and caused the deaths of some 3,000 of our fellow free people, has a vision to personally kill or convert each and every one of us. This film reminds us that this war is personal. This enemy is on a fanatical mission to take away our lives and liberty--the liberty that has been secured for us by those whose names are on those walls in Battery Park and so many other walls and stones throughout this nation. This enemy seeks to take away the free will that our Creator has endowed in us. Patrick Henry got it right some 231 years ago. Living without liberty is not living at all.
This film further reminds us of the nature of the enemy we face. An enemy who will stop at nothing to achieve world domination and force a life devoid of freedom upon all. Their methods are inhumane and their targets are the innocent and unsuspecting. We call this conflict the "War on Terror." This film is a wake-up call. And although we abhor terrorism as a tactic, we are at war with a real enemy and it is personal.
There are those who would hope to escape the pain of war. Can't we just live and let live and pretend every thing is OK? Let's discuss, negotiate, reason together. The film accurately shows an enemy who will stop at nothing in a quest for control. This enemy does not seek our resources, our land or our materials, but rather to alter our very way of life.
I encourage my fellow Americans and free people everywhere to see "United 93."
Be reminded of our very real enemy. Be inspired by a true story of heroic actions taken by ordinary people with victorious consequences. Be thankful for each precious day of life with a loved one and make the most of it. Resolve to take the right action in the situations of life, whatever they may be. Resolve to give thanks and support to those men, women, leaders and commanders who to this day (1,687 days since Sept. 11, 2001) continue the counterattacks on our enemy and in so doing keep us safe and our freedoms intact.
May the taste of freedom for people of the Middle East hasten victory. The enemy we face does not have the word "surrender" in their dictionary. We must not have the word "retreat" in ours. We surely want our troops home as soon as possible. That said, they cannot come home in retreat. They must come home victoriously. Pray for them. Mr. Beamer is the father of Todd Beamer, a passenger on United Airlines Flight 93.

HBO has renewed its polygamy drama 'Big Love' for a second season, the network confirmed.

The March 12 debut of the Sunday night drama was seen by about 4.6 million viewers, losing 47 percent of its 'Sopranos' lead-in. The second week dropped to 3.4 million, then buoyed back to hover around the 4 million mark in subsequent weeks. An HBO spokesperson said about 50 percent of the viewership from each 'Big Love' episode is from post-premiere repeat airings.
Those are numbers are about on par with HBO's other recent drama, 'Deadwood,' whose first-season premiere airings were seen by an average of 4.5 million viewers and whose second season averaged about 3 million viewers.
The drama has been the target of an e-mail campaign in recent weeks by members of The Church of Jesus Christ of Latter-Day Saints, who object to the show's depiction of a polygamous Utah family."

FERNAN LAKE, Idaho (AP) - A northern Idaho man diagnosed with terminal cancer says a usually cantankerous goose that befriended him on his walks has helped him live past doctors' predictions.
'I'm 73,' Bill Lytle, a two-time state legislator, told the Coeur d'Alene Press. 'And I'm not ready to die.'
After retiring as project manager for the Bunker Hill Mining company, Lytle and his wife of 52 years, Myrna, moved to Coeur d'Alene, where Bill became one of the founding members of a walking club called the Lake City Striders.
Then last fall his skin turned yellow overnight, and doctors diagnosed pancreatic cancer, giving Lytle only months to live. But Lytle continued his walks, having to cut them down to two miles at a nearby lake, where he met the goose who has inspired him to keep going even when he wasn't feeling well.
'I have to keep walking or I won't make my next December,' Lytle said.
The goose, called Mr. Waddles, is a feral domestic goose, a biologist with the Idaho Department of Fish and Game said, offering no explanation for the relationship that has developed between the goose and Lytle. Myrna has thought about that as well.
'I wonder, why would that one goose attach himself to Bill?' she said. 'I think he knows he's sick. I think animals can sense that.'
The goose, about 30 pounds with a red beak and red feet, approaches Lytle when he calls and rubs its head against his arms. But it snaps at anyone else who gets too close, including Myrna, their daughter, and Bill's hospice aide.
'Sometimes he walks around me, sometimes he walks beside me,' Lytle said of the near-daily meetings the two have. 'I rub his neck, and the top of his head and down to his back. Every time I came down, he just kept coming out. I think it's pretty nice, that he'd always come to me.'"

Oil prices are high and they're going higher — I think, a lot higher — which for a lot of folks will be a lot more of a hardship.
We're quick to want to blame someone, anyone, for this hardship and oil companies are a good target. After all, they're making a ton of money and we're spending a ton of money.
Unfortunately, a lot of us aren't spending time looking at the true culprits. Like a strong economy — we're just sucking the stuff up.
And like China and India. Those two countries alone account for as much oil now as the whole world slopped up barely 10 years ago.
And like OPEC — what they collectively produce barely covers what we use in just 'this' country, let alone other countries.
Sometimes simple facts like those get lost in emotional times like these.
Simple facts like conserving fuel: most of us don't.
Or tapping energy sources here: most of our elected officials won't.
Add it all up and the bill keeps going up for a commodity that's limited in supply and demand that is not.
Politicians love to look at scapegoats. It's harder for them and us to look at something else: a mirror."

Demanding automakers to make more fuel-efficient vehicles is tough.
Forcing exploration for more oil here so we're less dependent on it from over there is tough.
And seeking out energy alternatives in an oil-dependent nation is really tough.
They all take time. Because the best long-term solutions don't involve quick fixes, nor press conferences, nor patronizing speeches.
The only difference between politicians pandering and diet-hawkers hawking is that the diet-hawkers know you're sick of being fat. The politicians should know — loud and clear — that you're sick of them."

WASHINGTON (AP) - Hurricane Katrina's latest fatality should be FEMA, the nation's disaster response agency, a Senate inquiry concluded in calling for a government overhaul to avoid future failures like those the devastating storm exposed.
Eighty-six recommendations by the bipartisan panel indicate the United States is still woefully unprepared for a storm of Katrina's scope with the start of the hurricane season little more than a month away.
The recommendations conclude that the Federal Emergency Management Agency is crippled beyond repair by years of poor leadership and inadequate funding. They call for a new agency - the National Preparedness and Response Authority - to plan and carry out relief missions for domestic disasters."

Is there money in podcasting? Ricky Gervais answers that with a big YES. Ricky’s record breaking podcast (which made a star out of previously unknown Karl Pilkington) is poised to make a lot of money from podcasting and take paidcasting to the next level.
Ricky’s podcast (which was given a 9 out of 10 rating by PodFly) was initially released for free by The Guardian and gained an average of 261,670 downloads per episode! Just like their ground breaking show The Office, Ricky and his partner Stephen Merchant kept it short and sweet - only offering 12 episodes. They have now inked a deal with Audible.com where fans will have to purchase the episodes. You can purchase episodes individually for $1.95 or $6.95 for the season. Since the first series was downloaded over 2.9 million times, Gervais and his cronies could be raking in $400,000 per episode.
